Hello! My name is Thresea L. Ragland and I am a commissioned Notary Public and a Title Insurance Producer Independent Contractor (TIPIC) for the State of Maryland. Currently, I offer general notarization, mortgage loan signing services and in-person electronic notarization. My primary area of service is Prince George's and surrounding counties.

  1.  A Notary Public for the State of Maryland may perform notarial acts in any county of the State or in the City of Baltimore.
  2. A Maryland notary public is not authorized to act as a notary public in another state or District of Columbia. The notary must be physically present in the State of Maryland to act as a notary public.
  3. If a notary public is the only individual other than the buyer present at a real estate closing or settlement where documents for signature may result in the issuance of title insurance and/or collecting escrow funds, that notary public must be a licensed title insurance producer.
  4. A notary public of another state may not act as a notary public in Maryland, unless the person also holds a commission issued by Maryland.

  1. The document signer(s) requesting the notarization must appear before the Notary Public. 
  2. The signer must present acceptable identification.
  3. The Notary Public records the details of the notarization in the journal.
  4. Based on the type of notarization performed, the Notary may witness the signer's signature and obtain applicable declarations.
  5. The Notary completes and signs the preprinted/loose notarial certificate on the document.
  6. The Notary completes the notary certification by dating, signing, and placing the notary seal on the document, including the notary commission expiration date.

  1. Take an acknowledgment of a record;
  2. Take a Verification on oath or affirmation of a statement;
  3. Witness or attest to a signature;
  4. Certify or attest a copy of a record or an item that was copied; and
  5. Certify that a tangible copy of an electronic record is an accurate copy of the electronic record.

Charges and Fees

 Notarization, mileage and administrative fees are charged as regulated by the State of Maryland and the Internal Revenue Service (IRS). Charges and fees will be as follows:

  1. $8 per signature for each notarial act
  2. $30 for the performance of a remote notarial act.
  3. $5 for travel if required, plus $0.70 (current IRS rate) per mile from Brandywine, MD 20613.
  4. $4 for each signature on each additional copy of the same record
  5. $2 for each photocopy of a notarial act.
  6. $6 for certifying a copy of a record.
  7. Loan closing fees are negotiable.
